These glitches accumulate rather than arrive. A plugin update changes a stylesheet. Someone pastes formatted text from a document and drags styling in with it. A page gets built by copying another page and inherits a fix that no longer applies. A font fails to load and everything reflows. Individually each is trivial. Together they read as neglect.
